Just when it seemed that the likelihood of replacing the property tax in Poland, along with the agricultural tax and the cadastral tax, was slowly materializing, the president of the ruling party unexpectedly, but quite categorically, ruled out such a possibility. What's more interesting is that he did so by default, with the perspective of “once and for all”. The question is what this means and whether it is really the best possible news for the Polish people.
The liquidation of perpetual usufruct, which was transformed into ownership at the beginning of this year, seemed to be a necessary element of organizing and unifying the real estate market in order to simplify a possible, anticipated in the near or distant future, universal real estate valuation, i.e. the process preceding the introduction of the cadastral tax. The changes in tax laws that have been in force since the beginning of the year, introducing a levy on building revenues, also seemed to be a step towards a universal change in the way real estate is taxed. Meanwhile, as it turns out, another one has been added to the already long catalog of election promises, this time excluding any changes in property taxation in Poland.
